Municipal Energy Efficiency Project (MEEP) |
The Urban Development Department (UDD) of the State of Gujarat has been taking a pro-active approach to improve infrastructure and services provided by Urban Local Bodies (ULBs) across the State and is considering improving the energy efficiency as one such initiative in this direction. The Department has authorized the Gujarat Urban Development Company Ltd. (GUDC) for Energy Efficiency Projects in all ULBs in consultation with IL&FS Ecosmart. |
Project: The basic objective of the project is to improve the overall energy efficiency of the ULBs which could lead to substantial savings in the electricity consumption, thereby resulting in cost reduction/savings for the ULBs. An Energy Service Company (ESCO) route has been adopted as it guarantees energy savings and reduces the Operation and Maintenance (O&M) cost and Cost to the ULBs/Municipalities. The financing of the required investments is proposed to be met by sharing the resultant savings in the electricity bill of the ULBs. |
| IL&FS Ecosmart is the Project Management Consultant and ECO III team (Constituted by USAID, IRG&ASE) provides technical assistance to MEEP. |
| The Project is to be implemented in two phases: |
| 1. Phase I or Pilot phase: 10 ULBs selected: |
• Technical & Financial proposals invited separately for both the systems from shortlisted 11 ESCOs based on Preliminary Energy audits.
• LOI issued to M/s. Dalkia Energy Services Limited (DESL) for Water & Sewerage pumping system in 10 ULBs.
• IGA (Investment Grade Energy Audit) completed in 5 ULBs & approved.
• Implementation of Energy Saving measures will commence after signing Engineering, Procurement and Construction (EPC) contract. |
| 2. Phase II: 149 ULBs & Municipal Corporations |
• Baseline studies completed.
• 12 ESCOs have been shortlisted through Global EOI for participation in bidding process.
• For more/new ESCO’s participation, EOI has been invited again and 22 proposals have been received & evaluated.
• Earlier shortlisted ESCOs have been asked to confirmation for participation in the next phase. 9 ESCOs have confirmed till date.
• Appointment of 3rd party Measurement & Verification (M&V) is under process. |
