Gujarat Urban Development Project (GUDP)
 
Gujarat Urban Development Projects (GUDP) programme, a US $ 300 million World Bank aided programme, has been initiated by Government of Gujarat. World Bank, State Government and ULB share shall be 80:10:10. GUDC is designated as the Nodal Agency for implementing the programme. Principal Objectives of the programme are as follows:
1. Studies at city and state level leading to the formulation of investment projects and reform initiatives at both city and state level
2. Implementation of capital investment projects at city level
3. Reform initiatives at both city and state level
As part of the Programme Formulation and on World Bank’s suggestion Project Preparatory Facility (PPF) was created within GUDC to undertake State Level and City Level Studies (for the identified ten towns). Fund of Rs. 6.00 Crore was assigned and Consultants were hired as per World Bank Guidelines to undertake the task.
 
State Level Studies:
o Assessment of Financial Situation of ULBs and Fiscal Situation of ULBs and to identifying policy initiatives
o Financial Management System
o Social and Environmental Management Framework
o Gujarat Urban Poverty and Slum Upgrading Strategy
o Capacity Enhancement Needs Assessment
o IT/e-Governance Roll Out Action Plan
o Streamlining Urban Planning and Land Management System
Local level Reforms:
 City Assessment and Development Strategies for identified ten towns:
 CADS 1- Bhavnagar and Surendranagar – Wadhwan
 CADS 2- Junagadh and Veraval-Patan
 CADS 3- Jamnagar and Gandhidham
 CADS 4- Patan, Anand, Bharuch and Vadnagar
Studies were successfully undertaken with extensive public consultation and interaction with various concerned Govt Departments. Consultants submitted final reports and were approved by the Bank.
GUDC initiated preparation of DPR for the projects identified under the CDP prepared under CADS for 10 towns. Following WB procurement guidelines for IDCS consultancy, GUDC shortlisted M/s Mott MacDonald Pvt. Ltd for Package 1 and M/s Egis BECOM for Package 2.
Following developments have occurred on implementation of GUDP:
• An agreement on project phasing was concluded with the World Bank. It was decided that the Bank would aid the programme in two phases:
o Phase 1 – US $ 175 million to be released for development of Capital Projects in the identified tows.
o Phase 2 – US $ 125 million to be released upon review of implementation of Institutional Reforms.
GUDC signed the contract with M/s Mott MacDonald on 1st September, 2009 for commencement of DPR preparation for Package 1.
