The CDM Cell :

To improve the quality of environment in the State adoption of clean, climate and health friendly technologies in every sphere of activity is of paramount importance. Govt. of Gujarat has taken up a broad spectrum of initiatives for all the State Government Departments to address CDM-Clean Development Mechanism pertaining to sustainable development. Govt. of Gujarat has authorized Gujarat Urban Development Company, a wholly owned company of the Government, to act as a nodal agency and bundling agent for availing carbon credit from projects under all GOG Departments.

GUDC’s environmental experts and corporate decision makers provide a strong platform for interaction and intermediation on CDM benefits for the Public Sector projects. The CDM Cell with various expertise acts as a CDM Intermediary with environmental concerns for conduction all CDM activities. It also seeks to promote domestic as well as global expansion of the Gujarat/Indian environment business.
Meanwhile, as per the decision of the Govt. of Gujarat, all the CDM related activities would be transferred to the newly formed Climate Change Department of the Government of Gujarat. The CDM cell of GUDC is also active in creating awareness on climate change and CDM, the core challenges confronting various CDM opportunities and project cycle.

Presently, following projects are in progress for availing Carbon credits:
1. CDM project for all STPs being developed at ULBs in the Gujarat:
• GUDC has been appointed as a nodal agency to carry out CDM project for STPs being developed at 168 locations for all ULBs in the Gujarat State.
• SENES Consultants India Pvt. Ltd has been appointed as a CDM consultant for bundling of Sewage Treatment Plants (STPs) at various locations of Gujarat.
• Three different methodologies have been approved by CDM Executive Board covering each category of the project activity as listed below:
a) AM0080 (Aerobic with Methane Recovery)
b) AMS III H (Anaerobic with Methane Recovery)
c) AMS III I (Aerobic without Methane Recovery)
2. CDM in Municipal Energy Efficiency Project (MEEP) in ULBs in Gujarat:
• GUDC has been appointed as Nodal Agency to carry out Energy Efficiency Projects for availing carbon credits in ULBs/Municipal Corporations in Street Lighting, Water & Sewage Pumping systems in Gujarat State.
• IL&FS Ecosmart as Project Management consultant has been involved in the project and ECO-III team (constituted by USAID, IRG&ASE) provides technical assistance to MEEP.
• The project will be implemented in two phases as under:
1. Phase I or Pilot phase: 10 ULBs selected
2. Phase II: 149 ULBs & Municipal Corporations
