The CDM Cell :

To improve the quality of environment in the State adoption of clean, climate and health friendly technologies in every sphere of activity is of paramount importance. Govt. of Gujarat has taken up a broad spectrum of initiatives for all the State Government Departments to address CDM-Clean Development Mechanism pertaining to sustainable development. Govt. of Gujarat has authorized Gujarat Urban Development Company, a wholly owned company of the Urban Development Department, to act as a nodal agency and bundling agent for availing carbon credit from projects under all GOG Departments.

GUDC environmental experts and corporate decision makers provides a strong platform for interaction and intermediation on CDM benefits for the Public sector projects. The CDM Cell with various expertise acts as a CDM Intermediary with environmental concerns for conducting all CDM activities upto end for Projects with the concerned Gujarat Government departments. It also seeks to promote domestic as well as global expansion of the Gujarat/ Indian environment business. This cell is active in creating awareness on climate change and CDM, the core challenges confronting various CDM opportunities and project cycle and mitigation of associated Risk like registration procedure, Market Volatility, Buyer, Delivery etc.

 
The following objectives have been set for achieving this aim:
(a) Identify and broadly estimate the quantum of opportunities for carbon finance in the sectors where substantial Government funding – national, state or local/municipal is still the major source of capital investment and maintenance;
(b) Prepare a business plan for developing CER transactions to act as a credible intermediary for such sectors;
(c) Prepare state-wise baselines for select sectors and sample documents/projects for more efficient use of resources by making available authentic information for more meaningful participation by Government entities.
 
GUDC has initiated work in the following sectors:
All Renewable Energy Projects (wind, Hydro, Biomass)
All Energy Efficiency Projects
Gas based Power Plants
Fuel Switching Project (Transport)
Demand side Energy Efficiency
Production Technologies
Recycling/ Substitution
Recovery (Capture) of Gases- Waste Handling and Disposal
Sequestration (Sink development)- Afforestation and reforestation
 
Projects with GUDC for availing Carbon credit:
 
1. Compost plants for 130 ULBs.
GUDC has been appointed as a nodal agency to carry out MSWM project for all ULBs in the state.
World Bank has appointed as the consultant.
Social & Environment Management Framework (SEMF) prepared .
Project Design Document (PDD) is under preparation.

Review of AM0025 methodology for evaluation of CER.
 
2. Energy Efficiency Project for ULBs in Water/Sewage pumps and Street light:
GOG has authorized GUDC to carry out Energy Efficiency Project in ULBs.
Energy Efficiency will be increased through water/Sewage pumping systems and street lights by application of technology by ESCO after Conducting Energy Audit.
There will be 40 % saving in Electricity bill by increasing Energy efficiency.

3. BRTS – Bus Rapid Transport System in Ahmedabad, Rajkot and Surat cities. (AMC, SMC, RMC)

Silent Features of CDM Projects:
Bundling of BRTS projects for Ahmedabad , Surat and Rajkot.
Fuel switching by utilizing CNG fuel in buses instead of diesel.
Additionality will apply for other infrastructure development.
