Urban Reforms
Following vital issues have been covered under urban reforms:
The city administration would be made citizen-friendly by modernizing management of urban local bodies through amendments in Acts, Rules and Regulations.
Bombay Provisional Municipal Corporation Act and Gujarat Municipalities Act would be amended to make it more people-friendly
Development of Traffic Circles - Theme Based
Urban Poor People
Urban Slum Policy and Street Vendor policy would be formulated to address the problems of poor staying in urban areas. Thirty thousand houses will be built during 2005 for the families living below poverty line. "Pay and Use Toilets" and "Rain Basera" would be constructed on large scale at all vital locations of the cities for the use of slum dwellers and floating population. A series of healthcare programmes would be undertaken for the urban poor people and those living below poverty line. Women self-volunteers would provide necessary healthcare services in slum areas, disseminate vital (inspirational) information about mother and child welfare, and acts a bridge between health care services and the beneficiary.
Pipe-based Gas Transmission in the Cities
Under pipe-based gas transmission programme, it is planned to provide piped gas to more than 50% of the total urban population at an estimated investment of Rs. 2000 crore.
Fire fighting Services in the Cities
During 2005, for disaster management, fire fighting equipments would be supplied by the Government to all municipalities at the cost of Rs. 78 crore.

It would also be considered to take services of retired defence personnel and their associations, as well as Agricultural Produce Market Committee for the fire fighting operations.
City Transportation Facilities
In order to make city transportation facilities more efficient, bus transport would be partially privatized in A & B category municipalities. CNG buses would be introduced in Ahmedabad. Surat and Vadodara. Special plans would be evolved to construct flyovers, underpass, bypass roads, etc in the municipalities. All state transport stations would be equipped with modern facilities, and special emphasis would be placed on their cleanliness.

Solar energy operated vehicles would be used for transportation within the State Secretariat Complex in Gandhinagar.
